Current transparency does not allow for comparison of public management
Since the approval of the Transparency Law In Spain it has increased significantly the amount of information published by the administrations. However, Having more data does not necessarily mean having more knowledgeIn practice, the information still presents three main limitations:

Data fragmentation
Data on budgets, public procurement, performance indicators, and administrative statistics are published on multiple different platforms, in heterogeneous formats, and without integration mechanisms.
Lack of comparability
Although municipalities publish their accounts and contracts, there is no system in place to answer basic questions such as:
-How much does a public service cost in different municipalities
-What differences exist between territories
-Which management models produce the best results


Lack of accessible analytical tools
Analyzing this data requires complex technical work that can only be done today by specialized teams after long processes of manual collection.
This situation limits academic research, journalistic analysis, and institutional learning between administrations alike.
